Description
REILE (Revolutionary Internet Learning and Education) is a business offering comprehensive educational solutions for an information-oriented society. As the name reveals, REILE's mission is to provide more accessible and effective learning styles within a rapidly accelerating information-oriented society and to create cutting-edge communication in a society where IT and education are merging. P-Ken Certification Exam, The P-Ken, is a core REILE project which began in December 1996. In 2004 the P-Ken was delivered at approximately 2200 test sites throughout Japan and 2000 junior and senior high schools. It has been recognized by approximately 230 universities authorizing preferential treatment toward certification in university entrance exams and has reached a total of 440,000 examinees since testing began. Recently, in Japan, IT education has finally started to be disseminated in schools and in a few years it is expected that an IT exam will be incorporated into university entrance examinations. Anticipating a de facto need for a PC certification exam in junior and senior high schools, REILE is aiming at 1 million examinees by fiscal year 2009. P-Ken has been designed to assess the range of technology skill and proficiency levels that students will need to master as they progress from middle school to high school to university, and ultimately to the jobs that they enter after graduation from university. The P-Ken assessment development process began with research to identify the technology needs at each level. Based on that research REILE developed a skill map, and finally developed questions to assess these skills. In order to provide a proficiency-oriented assessment the test was designed to assess students on simulation questions as well as multiple-choice questions. P-Ken is administered by a non-profit organization, P-Ken Kentei Kyokai (P-Ken Certification Association).
Supporting member organizations of the P-Ken Kentei Kyokai include:
- The Japan Personal Computer Software Association (JPSA),
- Foundation for the Promotion of Lifelong Learning (authorized by the Ministry of Education),
- The All-Japan Middle School Technology and Home Economics Research Association, and
- Japan Association for Promotion of Educational Technology (JAPET).
P-Ken has been certified by JAPET as an assessment program that is consistent with the objectives for technology education in elementary school through high school, and by the JPSA as an assessment program that is consistent with the standards for IT skills required for working in business and industry in Japan.
P-Ken (personal computer certification assessment) offers eight levels of assessment. The levels cover a range of skills and proficiencies from middle school beginners to company employees.

Review Summary and Statement of Alignment
The International Society for Technology in Education (ISTE) completed its initial review of P-Ken Assessment of ICT Proficiency: Level pre–4 –Level 2 on November 29, 2005, and has determined that it clearly supports implementation of the ISTE National Educational Technology Standards (NETS) for Students in specific, carefully reviewed and documented ways and substantially prepares participants in the following manner:
